﻿{"id":202783,"date":"2015-12-16T11:25:17","date_gmt":"2015-12-16T09:25:17","guid":{"rendered":"http:\/\/www.erzurumflas.com\/kadin-dogum-hekimleri-mesleki-sayginliklarini-geri-istiyor\/"},"modified":"2015-12-16T11:25:22","modified_gmt":"2015-12-16T09:25:22","slug":"kadin-dogum-hekimleri-mesleki-sayginliklarini-geri-istiyor","status":"publish","type":"post","link":"https:\/\/www.erzhaber.com\/?p=202783","title":{"rendered":"Kad\u0131n Do\u011fum Hekimleri Mesleki Sayg\u0131nl\u0131klar\u0131n\u0131 Geri \u0130stiyor"},"content":{"rendered":"<p><img decoding=\"async\" src=\"http:\/\/www.erzurumflas.com\/wp-content\/uploads\/2015\/12\/kadin-dogum-hekimleri-mesleki-sayginliklarini-geri-istiyor_d0e3bd5.jpg\" width=\"600\">Kad\u0131n do\u011fum hekimleri, teknik kusurlar ve hekim kusurlar\u0131n\u0131n yan\u0131 s\u0131ra uygulanan yanl\u0131\u015f politikalar\u0131n mesleki sayg\u0131nl\u0131klar\u0131n\u0131 yok etti\u011fini belirterek, mesleki itibarlar\u0131n\u0131n yeniden kazand\u0131r\u0131lmas\u0131n\u0131 istedi.<\/p>\n<p>Sa\u011fl\u0131k-Sen SASAM Enstit\u00fcs\u00fc, hekimlerin mali ve \u00f6zl\u00fck haklar\u0131na y\u00f6nelik ba\u015flatt\u0131\u011f\u0131 \u00e7al\u0131\u015ftaylar\u0131n ilkini kad\u0131n do\u011fum hekimleri i\u00e7in ger\u00e7ekle\u015ftirdi. \u00c7al\u0131\u015ftayda \u00f6zl\u00fck haklar\u0131 sorunlar\u0131, performans sistemi ve sorunlar\u0131, medikolegal sorunlar, kad\u0131n do\u011fum uzmanlar\u0131n\u0131n mesleki sayg\u0131nl\u0131\u011f\u0131, mobing ve \u015fiddet ba\u015fl\u0131klar\u0131 kat\u0131l\u0131mc\u0131lar taraf\u0131ndan detayl\u0131 bir \u015fekilde ele al\u0131nd\u0131.  Medikolegal sorunlar\u0131n ele al\u0131nd\u0131\u011f\u0131 \u00e7al\u0131\u015ftayda hekimlerin hukuki sorumluluklar\u0131 idari s\u00f6zle\u015fmeden kaynaklanan ve haks\u0131z fiil sorumlulu\u011fu a\u00e7\u0131s\u0131ndan de\u011ferlendirildi. Hekim kusuru ile teknik kusurlar\u0131n birbirleriyle yak\u0131ndan ili\u015fkisi oldu\u011fu ortaya konuldu. Hekim kusurunun belirlenmesinde bilirki\u015fi heyetlerinin olu\u015fturulmas\u0131 ve sertifikasyona dayal\u0131 e\u011fitimler verilmesi istendi. Bunlar\u0131n yan\u0131 s\u0131ra \u00fclkemizin adet ve t\u00f6relerinden kaynaklanan nedenlerin i\u00e7 beden muayenelerinde s\u0131k\u0131nt\u0131 olu\u015fturdu\u011fu dile getirildi.<\/p>\n<p>Sa\u011fl\u0131k hukuku alan\u0131nda her hastanenin hizmet alabilece\u011fi hukuk b\u00fcrolar\u0131 ya da avukatl\u0131k hizmeti sa\u011flayacak ki\u015filerin istihdam\u0131n\u0131n tart\u0131\u015f\u0131ld\u0131\u011f\u0131 bu b\u00f6l\u00fcmde, hamile kad\u0131n\u0131n fet\u00fcs \u00fczerindeki haklar\u0131 ve fet\u00fcs haklar\u0131 ayr\u0131ca ele al\u0131nd\u0131.<\/p>\n<p>MESLEK\u0130 SAYGINLIK<\/p>\n<p>Mesleki Sayg\u0131nl\u0131k \u00c7al\u0131\u015ftay\u0131\u2019nda kad\u0131n do\u011fum hekimlerinin tercih edilme s\u0131ralamas\u0131nda gerilerde kald\u0131\u011f\u0131, tercih edilmeyen bir bran\u015f oldu\u011fu belirtildi. Anne ve bebek \u00f6l\u00fcmlerinde kad\u0131n do\u011fum hekimlerinin pay\u0131n\u0131n \u00e7ok fazla g\u00f6sterilmesinin buna sebep oldu\u011funun belirtildi\u011fi oturumda, hekim istihdam\u0131n\u0131n d\u00fc\u015f\u00fck, y\u0131pranmalar\u0131n ise y\u00fcksek oldu\u011fu kaydedildi. Hekimin bakaca\u011f\u0131 hasta say\u0131s\u0131 ile ilgili \u00fcst say\u0131n\u0131n belli olmad\u0131\u011f\u0131n\u0131n belirtildi\u011fi \u00e7al\u0131\u015ftayda, hekimlerin \u00e7al\u0131\u015fma yorgunlu\u011fu ve bilgisayara kay\u0131t girme i\u015finin g\u00f6z temas\u0131 kurmay\u0131 engelledi\u011fi, bunun da hastalar\u0131n kendileriyle ilgilenilmedi\u011fini d\u00fc\u015f\u00fcnmesine yol a\u00e7t\u0131\u011f\u0131 kaydedildi. Bunun \u00f6nlenmesi i\u00e7in muayene s\u0131ras\u0131nda ve kay\u0131tlar\u0131n tutulmas\u0131nda yard\u0131mc\u0131 personelin olmas\u0131n\u0131n istendi\u011fi \u00e7al\u0131\u015ftayda, n\u00f6bet \u015fartlar\u0131n\u0131n da d\u00fczeltilmesi istendi.<\/p>\n<p>Y\u00fcksek malpraktis \u00f6demelerinin hekimleri ma\u011fdur etti\u011finin ifade edildi\u011fi \u00e7al\u0131\u015ftayda, Sa\u011fl\u0131k Bakanl\u0131\u011f\u0131\u2019n\u0131n hekimlerin sayg\u0131nl\u0131\u011f\u0131n\u0131 artt\u0131r\u0131c\u0131 rol \u00fcstlenmesi \u00e7a\u011fr\u0131s\u0131 yap\u0131ld\u0131.<\/p>\n<p>PERFORMANS S\u0130STEM\u0130 VE SORUNLARI<\/p>\n<p>Kad\u0131n do\u011fum hekimleri, \u2018Performans Sistemi ve Sorunlar\u0131\u2019 ba\u015fl\u0131kl\u0131 \u00e7al\u0131\u015ftayda ise d\u00f6ner sermaye kaynakl\u0131 de\u011fi\u015fen performans sistemi yerine \u00f6zl\u00fck haklar\u0131n\u0131n e\u011fitim ve y\u0131pranma paylar\u0131 ile uyumlu sabit maa\u015f olarak emeklili\u011fe yans\u0131yacak \u015fekilde d\u00fczenlenmesini istedi. SUT (Sa\u011fl\u0131k Uygulama Tebli\u011fi) ve giri\u015fimsel i\u015flem puanlar\u0131 kapsam\u0131nda kad\u0131n hastal\u0131klar\u0131 ve do\u011fumla ilgili giri\u015fimsel i\u015flem puanlar\u0131 ile ilgili listelerin g\u00fcncellenmesinin istendi\u011fi \u00e7al\u0131\u015ftayda, bran\u015flar aras\u0131 puan farkl\u0131l\u0131klar\u0131n\u0131n da giderilmesi gerekti\u011fi belirtildi.<\/p>\n<p>\u00c7al\u0131\u015ftayda ayr\u0131ca puanlar\u0131n standardizasyonunun sa\u011flanmas\u0131, yan dallar\u0131n\u0131n kadro ve stat\u00fclerinin verilmesi, faturaland\u0131r\u0131lma ile ilgili kar\u015f\u0131la\u015f\u0131lan sorunlar\u0131n giderilmesi, e\u011fitim g\u00f6revlisi olan hekimlerin performans yapamamas\u0131 ile ilgili sorunlar\u0131n giderilmesi de ele al\u0131nd\u0131.<\/p>\n<p>MOBB\u0130NG VE \u015e\u0130DDET<\/p>\n<p>Hekimlerin hizmet sunduklar\u0131 hastay\u0131 potansiyel sald\u0131rgan olarak alg\u0131lamas\u0131n\u0131n yanl\u0131\u015fl\u0131\u011f\u0131na dikkat \u00e7ekilen \u00e7al\u0131\u015ftayda, \u015fiddet uygulayanlara verilen cezalar ve al\u0131nan kararlar\u0131n da cayd\u0131r\u0131c\u0131 olmas\u0131 i\u00e7in medya arac\u0131l\u0131\u011f\u0131 ile kamuoyuna duyurulmas\u0131 istendi. Mobbinge u\u011frayanlar\u0131n da mobbing yapt\u0131\u011f\u0131n\u0131n belirtildi\u011fi \u00e7al\u0131\u015ftayda, en \u00e7ok da ast \u00fcst ili\u015fkisi aras\u0131nda mobbing g\u00f6r\u00fcld\u00fc\u011f\u00fc vurguland\u0131. Kurumsal problemler ve sosyal sistemden dolay\u0131 mobbing ya\u015fand\u0131\u011f\u0131 belirtilen \u00e7al\u0131\u015ftayda, i\u015f tan\u0131m\u0131n\u0131n standart olmamas\u0131ndan dolay\u0131 hiyerar\u015fiden kaynaklanan bir mobing oldu\u011fu ifade edildi. Ayr\u0131ca mobbingi denetleyen ba\u011f\u0131ms\u0131z bir kurumun ihtiyac\u0131na vurgu yap\u0131ld\u0131.<\/p>\n<p>Ba\u015far\u0131l\u0131 ki\u015filerin daha \u00e7ok mobbinge u\u011frad\u0131\u011f\u0131n\u0131n belirtildi\u011fi \u00e7al\u0131\u015ftayda mobbingi en \u00e7ok uygulayan\u0131n erkekler, en \u00e7ok maruz kalan\u0131n kad\u0131nlar, (\u00e7o\u011funlu\u011fu bekar) en \u00e7ok meydana geldi\u011fi yerin ise acil servis ve yatakl\u0131 servis oldu\u011fu tespiti yap\u0131ld\u0131. Performans sisteminin mobbingin artmas\u0131na sebep oldu\u011funun s\u00f6ylendi\u011fi \u00e7al\u0131\u015ftayda, siyasal tercihler ve felsefi yakla\u015f\u0131mlar\u0131n mobbingte \u00f6nemli rol oynad\u0131\u011f\u0131 dile getirildi.<\/p>\n<p>\u00d6ZL\u00dcK HAKLARI<\/p>\n<p>\u00d6zl\u00fck haklar\u0131n\u0131n ele al\u0131nd\u0131\u011f\u0131 \u00e7al\u0131\u015ftayda ise, hekimlerin uzun \u00e7al\u0131\u015fma ve n\u00f6bet s\u00fcrelerine dikkat \u00e7ekildi. Hekimlerin g\u00fcvenli\u011finin de i\u015f sa\u011fl\u0131\u011f\u0131 ve g\u00fcvenli\u011fi kapsam\u0131nda olmas\u0131n\u0131n belirtildi\u011fi \u00e7al\u0131\u015ftayda, hekimler i\u00e7in 3 kez mecburi hizmet uygulamas\u0131 oldu\u011fu, devlet hizmet y\u00fck\u00fcml\u00fcl\u00fc\u011f\u00fc, asistanl\u0131k ve yandal uzmanl\u0131k mecburi hizmetinin standart ve tek olmas\u0131 istendi. Devlet hastaneleri ve \u00fcniversite hastanelerinde \u00fccretlendirme ile ilgili farkl\u0131l\u0131klar oldu\u011funun belirtildi\u011fi \u00d6zl\u00fck Haklar\u0131 \u00c7al\u0131\u015ftay\u0131\u2019nda bu farkl\u0131l\u0131klar\u0131n giderilmesi istendi. Ayr\u0131ca performans \u00f6demelerinin emeklilik d\u00f6neminde al\u0131nmas\u0131 i\u00e7in d\u00fczenleme yap\u0131lmas\u0131 istendi. Yap\u0131lan bir ara\u015ft\u0131rmada, acil servis ve kad\u0131n do\u011fum hekimlerinin en fazla \u015fiddete maruz kalan kesim olarak \u00e7\u0131kt\u0131\u011f\u0131n\u0131n belirtildi\u011fi \u00e7al\u0131\u015ftayda, kad\u0131n do\u011fum hekimlerinin \u00f6zl\u00fck haklar\u0131 olarak \u00e7al\u0131\u015fmalar\u0131n\u0131n kar\u015f\u0131l\u0131\u011f\u0131n\u0131 alamad\u0131\u011f\u0131, 6 y\u0131ll\u0131k lisans e\u011fitimi, 4 y\u0131l uzmanl\u0131k sonras\u0131nda n\u00f6bet tutmayan b\u00fcroda \u00e7al\u0131\u015fan m\u00fchendis kadar \u00fccret alamad\u0131\u011f\u0131 belirtildi.
